Among companies intending to expand hiring in the transportation and warehousing sector, the percentage rose from 20.9% to 23.1%, a 2.2 percentage point increase. One company stated, "Because we handle a wide variety of cargo, it is difficult to standardize operations. Communication is crucial for carrying out our work, and we have not yet been able to hire."
While the transportation and warehousing sector is designated as a field for specified skills, four other industries are also designated as fields for specified skills: "restaurants," "agriculture, forestry, and fisheries," "pulp, paper, and paper product manufacturing," and "maintenance, security, and inspection."
<Challenges in employing and recruiting foreign workers>

The challenges in employing and recruiting foreign workers remain high, particularly regarding "education in skills and language" and "communication." It is argued that, under government leadership to promote the acceptance of foreign workers, mechanisms for building smooth labor-management relations are necessary.
