On October 10, Hokkaido announced that it would conduct a public proposal process for the "Outsourcing of the Project to Study the Efficiency Improvement of Logistics in Hokkaido."
A public proposal process is a method used by government agencies and other public bodies to select contractors for public works projects, in which they solicit project proposals from multiple companies.
In freight transport within Hokkaido, the low loading rates of southbound cargo such as agricultural products, the persistent shortage of drivers, and the resulting decline in transport capacity due to the 2024 problem are making long-distance transport particularly difficult.
To address these challenges and improve logistics efficiency, we will proceed with discussions on promoting modal shifts from truck transport to rail transport within Hokkaido.
The commissioned work involves conducting at least three demonstration experiments in collaboration with logistics companies and other stakeholders to create a new modal shift system, such as building a transportation system that involves bringing goods directly to freight stations and then utilizing rail transport, targeting general trucking companies that handle long-distance transportation.
Furthermore, after the demonstration experiment, we will investigate the challenges and areas for improvement in order to build an effective transportation system, and then prepare a report.
The deadline for submitting your participation form is October 24th at 10:15 PM (must arrive by this time).
