The report includes identification of challenges, countermeasures, and case studies from the perspectives of "disasters and emergency relief supplies," "disaster prevention measures for supply chains and lifelines," and "emergency relief supplies and road networks."

The opening section points out that it is necessary to consider the supply and stockpiling of goods in preparation for a "siege" in the name of a disaster. In particular, if stockpiles are limited, emergency relief logistics to supply goods will be extremely important in order to protect the lives of disaster victims and maintain their livelihoods.

Furthermore, they explained, "In past major disasters, road collapses and impassable conditions have sometimes hindered the transport of emergency relief supplies. That is precisely why we must strengthen roads for emergency relief logistics during disasters. With this awareness of the problem, we have held numerous discussions on emergency relief logistics and road networks, and we are publishing the results of that research in this book."
