The supplementary budget for fiscal year 2025, which was passed on December 16, includes funding for the Ministry of Land, Infrastructure, Transport and Tourism's Logistics and Automobile Bureau, specifically for promoting concentrated reforms in logistics in anticipation of the next comprehensive logistics policy outline.

In promoting concentrated reforms in logistics, based on the next comprehensive logistics policy outline, we will promote cooperation among regional businesses, including modal shift and transshipment, maintain and secure last-mile delivery, introduce autonomous trucks, improve logistics efficiency by strengthening the functions of logistics bases, review business practices through the revised Logistics Efficiency Act and the Trucking Optimization Act, and implement comprehensive measures to change the behavior of shippers and consumers.

Regarding the Road Bureau, a budget has been secured to extend the measure that expands the maximum discount rate for large-volume, frequent-use highway tolls from 40% to 50%, until the end of March 2027.

In addition, budgets have been approved to promote the enhancement of functions at international container and bulk strategic ports, as well as domestic ferry and RORO ship terminals, in order to strengthen the competitiveness and supply chains of Japanese industries.

Regarding economic security, the budget includes measures to "strengthen port logistics," such as digitizing port-related procedures using cyberports, promoting initiatives for "AI terminals to support people," and strengthening cybersecurity measures at ports.
