The survey compiled data from the combined figures of six major delivery companies. The redelivery rate was 9.5% in urban areas, 7.7% in suburban areas, and 6.7% in rural areas.
Amid a worsening shortage of truck drivers, the Ministry of Land, Infrastructure, Transport and Tourism is promoting the use of delivery lockers and unattended delivery to reduce redeliveries, and conducts surveys twice a year (April and October) to continuously monitor the results.
Furthermore, starting in February 2025, a sample survey was launched to investigate the usage rate of a courier service membership service that allows consumers to choose the delivery date, time, location, and method of receipt. As of September, the usage rate of the courier service membership service was approximately 34.9%, an increase of about 0.4 percentage points compared to February when the survey began.
In recent years, e-commerce has expanded rapidly along with diversifying lifestyles, and by fiscal year 2024, the e-commerce market as a whole is projected to be worth 26.1 trillion yen, with the merchandise sales sector alone accounting for 15.2 trillion yen.
With the expansion of e-commerce, the number of parcels handled by delivery services is expected to reach approximately 50 billion in fiscal year 2024. The Ministry of Land, Infrastructure, Transport and Tourism will continue its efforts to reduce redeliveries, which will help alleviate the burden on drivers.
