The Japan Logistics Systems Association (JILS) will hold an information exchange meeting for specific shippers/logistics managers, titled "Towards the submission of 'medium- to long-term plans' and the implementation of measures," on October 21st (Tokyo venue) and October 27th (Nagoya venue).
Participation is limited to J-CLOP shipper member companies. Registration as a J-CLOP shipper member is required to participate.
Under the Logistics Efficiency Improvement Act, which came into full effect in April 2026, shippers with a specified threshold of "90,000 tons or more of cargo weight" will be designated as specific shippers and will be obligated to appoint and register a logistics manager, create medium- to long-term plans, and submit periodic reports.
The "Medium- to Long-Term Plan" is a plan that designated shippers are required to create in order to improve logistics efficiency by achieving the goals of "reducing waiting and handling times" and "improving loading efficiency," which are listed as obligations of shippers. It is required to be submitted in the year in which a designated shipper is appointed, and the deadline for submission in fiscal year 2026 is the end of October (the deadline for submission from fiscal year 2027 onwards will be the end of July each year).
Submitting a medium- to long-term plan is not the end of the process; the next challenge is how to implement the measures outlined therein. There are many practical considerations, such as prioritizing initiatives, coordinating with internal departments and business partners, and measuring effectiveness, and the response and approach will differ from company to company.
The information exchange meeting will focus on the submission of "medium- to long-term plans" and the implementation of various measures based on them. Its purpose is to allow companies to share practical realities, such as how they make decisions, what challenges they face, and how they are trying to organize their processes.
The first half of the program will consist of case presentations by J-CLOP shipper member companies, followed by a roundtable discussion for information exchange in the second half.
