The Ministry of Land, Infrastructure, Transport and Tourism has designated October and November as "Intensive Monitoring Months" for shippers and prime contractors, and will strengthen monitoring of shippers and others who engage in activities that may hinder fair trade through its "Truck and Logistics G-Men," and will implement corrective guidance.
In the intensive monitoring effort, as part of further strengthening cooperation following the enforcement of the Act on the Proper Operation of Small and Medium-Sized Enterprises in Contract Trade, we will develop initiatives at the local level in cooperation with the Fair Trade Commission and the Small and Medium Enterprise Agency, and also implement initiatives in cooperation with the police to prevent the illegal outsourcing of transportation to unlicensed "white trucks" (unlicensed private transporters).
To coincide with the start of the intensive monitoring month, a "Regional Block Liaison Meeting for Fair Trade Practices in the Logistics Sector" will be held in early October, involving local organizations including regional transport bureaus, regional offices of the Japan Fair Trade Commission, and regional bureaus of the Ministry of Economy, Trade and Industry, to exchange opinions on investigation methods and enforcement policies regarding suspected violations of the Trade Control Act.
In addition, in conjunction with the conference, local organizations will collaborate to conduct joint shipper patrols targeting the offices and logistics bases of shippers and other related parties, in order to further raise awareness and understanding of the Act on Control and Improvement of Imported Goods.
Furthermore, in order to address the truck and logistics issues, the Ministry of Land, Infrastructure, Transport and Tourism will hold a hybrid online briefing session, coinciding with the intensive monitoring month, which will also include an in-person venue. The session will feature lectures and a special discussion by executives from the Ministry of Land, Infrastructure, Transport and Tourism and the Japan Fair Trade Commission.
